BUILDING THE HILLS: FROM APPROVAL TO CONSTRUCTION
The Hills Shire Council says around 17,000 homes have already been approved but remain unbuilt. At the same time, the region is being asked to accommodate more housing and greater density.
Council’s position is clear: unlock the homes already approved and deliver the roads, schools, parks and services needed to support growth.
But moving from approval to construction is not one simple problem. Projects must remain commercially viable as costs rise. New methods such as modular and off-site construction need to deliver genuine efficiencies. AI must be backed by strong leadership, reliable data and operating discipline. And the warning signs of financial trouble need to be recognised before another builder reaches the point of collapse.
